Approximately a year and a half after Operation Protective Edge, and with a history of war recurring just about every couple of years for the last ten years, there has been a concerted effort on the part of towns and cities near Gaza to increase resiliency of the general population so as to be better prepared for the next enemy incursion. For this purpose, JDC Israel, together with The Jewish Agency and the Jewish Federation of North America collaborated to create a wide reaching program to implement the goal of strengthening resiliency of populations residing in the Western Negev Cluster area.
The MY5! initiative covers ten municipalities in the Western Negev region and is involved in identifying and the mapping of areas with various different special needs for the handicapped, the aged, and the very young. These issues must be addressed for the purpose of protecting this specialized group of civilians during times of war. Municipal entities that already deal with this specialized population are encouraged to brainstorm ideas along with MY5! to answer the acute needs of this specialized community.
At the same time, the MY5! initiative offers and areal analysis of potential resiliency and encourages networking of organizations in the Western Negev region that cooperate with one another. This network is encouraged to work with this specialized population during peacetime and outline a viable emergency plan for this population during wartime.

About MY5!
The purpose is to strengthen the resiliency of the region and to create direct communication with the Jewish community outside of Israel. This initiative provides a training course for civilian spokespersons. The course, in conjunction with the Department of Foreign Studies at Sapir College, prepares 35 area residents to deal with various types of communication during times of emergency

The MY5! Initiative is comprised of two main parts:
The first part, the thinking phase or round table phase, takes place for each of the various different types of population (the Elderly, youth, special needs) at local municipalities.
Each round table will be comprised of relevant representatives that deal with the specialized population. In this framework a mapping of needs per specialized population during emergency times will be outlined as well as a list of existing solutions, possible solutions, and creation of new initiatives to answer needs that still aren't met.
In addition to the above, these round table meetings will provide comparison information of the various municipalities as to successful models that could be used by other municipalities.
This first part will be assembled during three meetings in total per topic and will take place between the months of May through July 2017.
The second part of the MY5! Initiative will deal with startup ideas and actual implementation of initiatives (from part one) whose goal is to answer the needs of the various specialized populations during emergency times. Each table will focus on the particular problems it chose to solve during the previous meetings and will lay out their ideas for solutions. The initiatives will be guided and supported by the required professionals (technological, social, business, etc) as needed to carry out the plan. Initiatives that stand up to the criteria that was set, will receive continued support professionally and financially.
